All ordinances and amendments thereto enacted or adopted by the city or the city council
by virtue of Act No. 207 of the Public Acts of Michigan of 1921 (MCL 125.581 et seq.),
as amended, and all ordinances and parts of ordinances inconsistent with the provisions
of this chapter, are hereby repealed, as of May 31, 1995. The repeal of existing ordinances
or parts of ordinances and their amendments does not affect or impair any act done,
offense committed or right accruing, accrued or acquired or liability, penalty, forfeiture
or punishment incurred prior to the time enforced, prosecuted or inflicted.
